Lolly J. Leger, Executive Director

Lolly J. Leger is a Louisiana State University Graduate with over 36 years of National and International experience in the Insurance Services Business. He is the President of Trinity Insurance Services Group. Trinity Insurance Services is an independent insurance adjusting company and third party administrator with clients that include Insurers, Private Sector Self Insured, Public and Governmental Bodies, School Systems, Physicians, Medical Practices and Hospitals. Mr. Leger has extensive experience in all lines of adjusting including: Auto Liability, General Liability, Workers Compensation, USL & H, Jones Act, Medical Malpractice, Product Liability,Professional Liability, and Property and is also experienced in the Alternative Market area of Insurance Services including design, placement and administration of partially self funded programs. Mr. Leger founded the Practice Protection Fund in 2004 because he recognized that there was a need for affordable medical professional liability coverage.

Samuel Leonard, B.S., M.S., M.D., M.BA., FACS

Samuel A. Leonard, M.D. is a Tulane trained Urologist with over 20 years of clinical private practice experience in New Orleans and Metairie Louisiana. He served as President of East Jefferson General's hospital's Medical Staff. and as president of the Jefferson Parish Medical Society. In 1986 he became the first Medical Director and a Senior Vice President of East Jefferson General Hospital (EJGH) and served for 12 years.

Dr. Leonard received an M.BA. from Tulane in 1987. He served as president of the Louisiana State Medical Society 1993-1994. and was a Delegate to the A.M.A. for 10 years. A local and national leader in Continuing Medical Education and CME accreditation for over 20 years. 20 years of active practice in Quality Management primarily in health care. Member of the Louisiana State Board of Nursing 1992-1994. Chaired the Louisiana Legislature's Nursing Manpower Commission. In 1995 and 1996 founded, developed, and administered EJGH primary care group practice, including negotiating with, hiring and managing practices of 27 primary care physicians. Received the State Medical Society's first award for service to Continuing Medical Education. Received the State Medical Society's Distinguished Service Award in 1997. Member of the Managed Care Advisory Committee of the L.S.M.S.

In 1997 entered independent consulting practice - Leonard & Associates, LLC Medical Director of Slidell HealthNet Plus (PHO) 1998-2002. Interim Medical Director of East Jefferson General Hospital 1999-2000. In 2000 Dr. Leonard became first Chairman of EJGH Medical Ethics Committee. Medical Director of Gilsbar/MedCom Insurance, Inc. 1997 to Present. Interim Medical Director of East Jefferson General Hospital 2002-2003. Charles J. Boudreaux, Jr., Director
HEALTH CARE LAW PRACTICE GROUP - THE PRElS & ROY LAW FIRM

The Health Care Law Practice Group of the Preis & Roy Law Firm is headed by Charles J. Boudreaux, Jr. Mr. Boudreaux has focused his practice in Health Care Law since he began his practice in 1980. Mr. Boudreaux has an established reputation as an expert in the field. The majority of Mr. Boudreaux's practice has been and continues to be the defense of health care providers in medical malpractice litigation.

Mr. Boudreaux's litigation practice is supported by a full staff of associates, nurse/paralegals, paralegals, and other support staff to assist in the aggressive representation of his clients. The group is supported by the latest technology which includes relational data bases and litigation management software.

Representative clients principally include physicians. Mr. Boudreaux also represents allied health professionals, CRNA's, PA's, physical therapists and entities providing health care and health care services, including, hospitals, nursing homes, and home health agencies. A large number of insurers of health care providers have approved Mr. Boudreaux as defense counsel for
their insureds, as have numerous self-insured health care providers. For over 15 years, Mr. Boudreaux has also represented the Louisiana Charity Hospital System in medical malpractice litigation as a special assistant attorney general. However, a majority of Mr. Boudreaux's medical malpractice defense litigation is for private insurers and private healthcare providers. A list of representative clients, including insurance companies and health care providers can be
provided upon request.

Mr. Boudreaux's practice also includes negotiation and preparation of commercial contracts in the health care field for physicians, hospitals, and other health care facilities. Mr. Boudreaux also handles managed care contracting and corporate compliance, and other regulatory matters. Risk Management also comprises an appreciable portion of Mr. Boudreaux's health care practice.

Mr. Boudreaux has been an active member of the Defense Research Institute (DRI) since 1983. For the last six years, he has actively served and participated as a member of the National Medical Liability Committee of the Defense Research Institute. The Long Term Care Committee is a sub-committee of the Medical Liability Committee on which Mr. Boudreaux has served and participated. Mr. Boudreaux is also the liaison between the National Medical Liability Committee of the Defense Research Institute and the State of Louisiana. This committee of the Defense Research Institute holds yearly national meetings and seminars, with attendees including not only leading attorney sin the health care field, but also industry leaders in health care, including professional liability insurers, CEO's, risk managers and claims professionals. Mr. Boudreaux assists in the planning and organization of the National Defense Research Institute seminar on Medical Liability and Long Term Care, both of which are held yearly.

Mr. Boudreaux has been invited to attend and has attended the annual national conference of the American Health Care Association, which includes a seminar directed to the most current and relevant issues related to long term care and nursing home litigation.

Mr. Boudreaux has been appointed a coordinating and lead attorney by one of his clients, a nationally based insurer, in their Cerebral Palsy, Anesthesia and Cardiac Emergency Projects. Mr. Boudreaux has served on the MedicalILegal Interprofessional Committee of the Louisiana State Bar Association and Louisiana Medical Society for the past 10 years and continues to serve
thereon. Mr. Boudreaux is Board Certified by the American Board of Professional Liability Attorneys, and is a member of the American Society of Law, Medicine and Bioethics. Mr. Boudreaux has tried a large number of medical malpractice jury and non-jury trials to conclusion, in both state and federal court.

Mr. Boudreaux is admitted to practice in all State and Federal Courts in Louisiana, and he is admitted to practice in the United States Supreme Court. Mr. Boudreaux was admitted to the United States Supreme Court in the course of litigating a medical malpractice case. Mr. Boudreaux is rated AV by arti in dale-Hubbell' Legal Ability Rating: A - Very High to Preeminent General Ethical Standards Rating: V - Very High "Martindale-Hubbell is the facilitator of a peer review process that rates lawyers. Gerald M. Robertson

Gerald M. Robertson, M.D. is Board Certified in Psychiatry by the American Board of Psychiatry and Neurology. He is also certified by the American Board of Adolescent Psychiatry, American Board of Forensic Examiners and is a Certified Correctional Healthcare Professional. He is an active member of the American Medical Association (national, state and local organizations), American Psychiatric Association (national, state and local organizations), American Society for Adolescent Psychiatry, American Association for Geriatric Psychiatry, Academy of Correctional Health Professionals.

Dr. Robertson has extensive experience as a private practitioner of psychiatry and as Medical Director of various healthcare facilities. He is now on the clinical faculty in the Department of Psychiatry at LSU Health Sciences Center in Shreveport, LA.

He was instrumental in developing the Mental Health Treatment Program at Swanson Center Youth in Monroe, LA and currently serves as the Primary Psychiatrist for that facility.

Dr. Robertson also practices Geriatric Psychiatry at Intensive Outpatient Programs at Delhi and Tallulah, LA.

Charles Eckert, M.D.

Charles Eckert, M.D. is a Louisiana State University trained Anesthesiologist with over 30 years of clinical practice experience in New Orleans and Metairie Louisiana. He is certified by the American College of Anesthesiologists. Dr. Eckert served as a Flight Surgeon for the United States Air Force and received the Air Force Commendation Medal for Meritorious Service.

Dr. Eckert was a Member of the Board of Directors of East Jefferson General Hospital from 1982-2001 and was Chairman of the Board in 1992 and 1993. He has also served on numerous Medical Executive Committees at East Jefferson Hospital. He is presently on staff at East Jefferson Hospital, Omega Hospital and The Greater New Orleans Surgery Center and is a Chief Deputy Coroner for Jefferson Parish.
